I don't know if this is still relevant or not, but I do notice that this site does not receive as much attention as some of the other sites I participate in on occasion. Plus, I think the goal should always be to increase the number of those who have knowledge to share and those who are curious and have hermeneutical questions about the Bible. Sadly, the original poster is one of those who are no longer active.

I myself am rather new, but here's some of my ideas that you can take with a grain of salt:

  • Promote: Word-of-mouth can be a powerful tool for attracting new users. Social media as well.
  • Engage current users: Encourage current users to be more active. I know that Puzzling.SE hosts challenges, competitions, and events. I think we could also likewise recognize and reward active users to motivate them to contribute more.
  • Improve user experience: Make sure the site is friendly and welcoming. I know from experience that a positive user experience is very valuable and encourages users to return and participate more.
  • Provide quality content: I know many already do this. For those who don't: I do notice that many answers don't leave references. If the content on the site is high-quality, accurate, and helpful, this will not only help current users but also will attract new users who are seeking reliable information.
  • Encourage questions: Foster an environment where users feel comfortable asking questions. This can help to increase activity and engagement on the site. That being said, I'm not saying to accept all the basic questions, but rather to treat the new user with respect regardless of the basic question.
  • Train and support new users: We should provide resources and support to help new users understand how the site works and how to participate effectively. I can imagine this being better. The tour link is rather hidden so I find it likely that many users won't see it.

Some other ideas for those in charge:

Collaborate with related sites?

Create a social media presence? - I notice that only Stack Overflow has one. As someone who has helped people build social media followings, I think that every Stack Site, if they want better growth, should consider starting some kind of social media presence.
